of course PEST here is not refering to pesticide of any kind. It's actually got to do with the external environment of any type or organisation especially business organisation. to a business environment, any slight change in the environment will effect their profit. lately, the Malaysian government is very careful in its spending because it will effect their popularity.
it is interesting to know that most would say that external environment is beyond our control. to a certain extend yes I agree, but knowing the business world whose ultimate aim is profit or survival....they would do anything to influence the external environment so that they can continue their business without much modification or cost.
to small enterprises, they have no choice but to bash through the bricks and the forest. in the process they have to adjust half or most of their process. initially they would make lot of noice asking the government to be bit lenient with their pledge. their voice is stronger if the media help them.
